Detailed Results Of The First Round Of Egypt's Presidential Elections

Thanks to the massively incredible work by my friend Iyad El-Baghdadi (@Iyad_ElBaghdadi) and his partner on this project Galal Amr (@GalalAmrG,) we have detailed and tabulated results of the first round of the Egyptian Presidential Elections.

List of Egyptian Official Presidential Candidates - قائمة بمرشحي الرئاسة المصرية الرسميين

This is an ongoing list of official Egyptian Presidential Candidates. These are the candidates who have officially acquired either the 30,000 citizen endorsement signatures, support of 30 MP, or the official support of a political party that has at least one MP in Parliament, and have submitted their candidacy papers to the Presidential Elections Committee.


It should be noted that more than 1320 people gave obtained the presidential nomination documents, until now.



هذه قائمة مستمرة بأسامي المرشحين الرسميين للرئاسة المصرية. هؤلاء هم من حصلوا على ٣٠ الف توكيل، دعم ٣٠ عضو بالبرلمان، أو الدعم الرسمي من إحدى الأحزاب الممثلة ولو بعضو واحد في البرلمان، وقدموا أوراقهم رسميا للجنة الإنتخابات الرئاسية.

وجدير بالذكر أن أكثر من ١٣٢٠ شخص كانوا قد سحبوا أوراق الترشح للرئاسة، حتى الآن.

8- Hisham Al-Bastawisi: received endorsement of the Rally (Tagammu') Party
9- Mahmoud Hossam El-Din Mahmoud: received 30,000 citizen endorsement signatures or more.
10- Ibrahim Ahmed Al-Gharib: received 30,000 citizen endorsement signatures or more.
11- Mohammed Selim Al-Awwa: received 30 endorsements from sitting MPs or more.
12- Mohammed Khairat Al-Shater: received 30 endorsements from sitting MPs or more.
13- Ahmed Shafiq: received 30,000 citizen endorsement signatures or more.
14- Hamdeen Sabbahy: received 30,000 citizen endorsement signatures or more.
15- Ayman Nour: received endorsement of the Tomorrow Of The Revolution (Ghadd'ul Thawra) Party.

UPDATED: Top Figures NOT Running For The Egyptian Presidency

In less than one week, Egypt has seen more than 660 obtain Presidential nomination documents. I have tried to write a full list of pre-candidates, but the effort proved too daunting. So instead, I have decided to write a smaller and more logical list, a list of the most important figures not running for Egypt's Presidency. Please note that this is an OPEN LIST, which means it is subject to further updates in the future. Please write your suggestions for people you believe should be on this list in the comments below, as well as who is your favourite non-candidate.

And the top figures not running for the Egyptian Presidency are:


1- The Man Behind Omar Soleiman:


Known for: Being the most powerful man in the world.
Why not running: Already the most powerful man in the world.



2- The Mubarak Family:

Known for: They ruled Egypt for 30 years.
Why not running: Well, it's complicated. You see, there was this revolution, and...


3- Ahmed Spider:

Known for: R&B Artist, leading activist, inspiring civil-resistance figure, TV host, art-connoisseur.
Why not running: he would say "Wa2ees Gomhoweyya."



4- Tawfiq Okasha:

Known for: Leading Politician, TV Host, visionary, and duck-enthusiast.
Why not running: something unclear regarding mistaking the price of "gargeer." (tr. Arugula.)




5- Farid El-Deeb:

Known for: Lawyer of Mubarak and other controversial figures.
Why not running: we don't know, and it saddens us. You ask if it really saddens us? Ommaaaaalll!!!



6- Hassan Abul-Einein:

Known for: ...Political activism?
Why not running: Other engagements.




7- Galabeyya Man:

Known for: storming cameras during an Egypt-Tunisia football match.
Why not running: he stormed cameras during an Egypt-Tunisia match.





8- The Teddy-Bear from the "Monazzamet El Dabdoub El Dawly" (Picture is an approximation)

Known for: being a teddy bear, spy and an assassin, after rumours surfaced regarding the Egypt activities of the "Good Bears Of The World" foundation.
Why not running: avoiding attention after the NGO trial.


9- Amr Mostafa:

Known for: Leading Egyptian musician, artist, mathematician and strategic thinker.
Why not running: fighting international conspiracies facing the nation. Determined to stop the evil subliminal-messaging plans of Coca-Cola, Pepsi and Vodafone.


10- Sheikha Magda:

Known for: claims "Mubarik" is of holy lineage, and described what seemed to have been an Iranian invasion of Egypt during the revolution. She says that the leading Iranian invading officer recognised her instantly ("Oh, it's Sheikha Magda!"), and spoke to her at length about their plans.
Why not running: busy in her work as a healer.



11- El-Sherbiny Khamis:

Known for: Avant-garde icon, exploding onto the social media scene several months ago.
Why not running: Under forty years of age.



12- The cast of Romero Cheese TV-Ad:

Known for: seem like nice people, but they have taken part in the most horrifying and haunting TV ad of last year. They have not yet been forgiven.
Why not running: Under forty years of age.




13- Some Egyptian Squirrels:

Known for: being squirrels. They eat nuts.
Why not running: fundraising challenges. Also, they are squirrels.



14- Ghida Nouri:

Known for: Egypt's most famous person for some time after an appearance on Bassem Youssef's TV show.
Why not running: she is under 40, and non-Egyptian.



15- Amr Hamzawy:


Known for: a leading Egyptian liberal politician and former leading national celebrity bachelor.
Why not running: he just got married. Women are thus too angry, and won't vote for him again this fast. Must wait till the next elections. (Note: he actually turned out to be quite a good MP, and deserved being elected. I mean it. Respect.)




16- Al-Molaththam: 

Known for: blowing up the gas line more than 15 times.
Why not running: Too busy in his day job as an Investment Banker.






17- Abu-Yahya, the "Eloquent Baker:


Known for: took social media by storm. A baker, who makes a lot of sense, received the popular title "The Eloquent Baker."
Why not running: He heard that elections require a lot of "dough" (I am sorry, worst joke I ever made.)





18- Nehal Ahdy:

Known for: Wafd liberal parliamentary candidate, described as http://www.youtube.com/watch?v=wbUpGoOjFWw
Why not running: under forty years of age.






19- Mohammed Adel (aka "Al-Ka2ed - الكائد")


Known for: revolutionary youth leader, reluctant hero, most gentle revolutionary, leading "Nintendo Wiiiiiiii champion," and the first person to introduce "Dettol wet wipes" into revolutions.
Why not running: under forty years of age. We hope.









20- Hayatem:

Known for: I should not explain this one.
Why not running: I should not explain this one.




21- Egyptian Tank Man:

Known for: being one of the bravest people ever.
Why not running: because we don't know who he is, and we hope he is alive, safe, and gets the respect and appreciation he deserves. When he turns forty, perhaps he should run for the Presidency.




UPDATED:

Following the massive response to this piece, I received your recommendations for who else should be on this list. After counting and tabulating, here are your picks.

1- Afaf Shoaeb and nephews:



Known For: Egyptian actress, gained fame during the revolution for suggesting her nephews rely perhaps a bit too much on pizzas, kebab's and rib steaks on a daily basis for nutrition. Also, she came up with news during that same time of a unique conspiracy regarding some trained foreigners trying to steal Egyptian tanks by pretending to be soldiers and learning who to speak, after long practice for months, Egyptian Arabic.
Why Not Running: the nephews, of course. And as for the nephews themselves, they are two years old or something, still under the legal age of running.

2- Tamer from Ghamra:

Known For: being the most sensitive citizen in the world. His passionate and tearful phone call during the revolution, warning of anarchy and chaos all around him, moved millions of Egyptians to tears. Some, however, experienced a severe case of diarrhoea, episodes of which still recur for people whose televisions were over 50% of maximum possible volume at the time of the aired phone call.
Why Not Running: would not be capable of handling the emotional turmoil of it all. Politics are tough, man.

3- The Heba Sex Call Couple:




Known For: a leaked recording of a heated phone call between a girl supposedly named Heba (who is apparently in a relationship but still keeps an open eye) and a gentleman exploding with hormonal passion. Heba comes off as a player who uses everyone to her advantage, while the unidentified man is seen to be extremely in an evolutionary need for mating in order to pass on his genes. However, his greatest claim to fame comes from apparently coining the term "enterlobb" to refer to his gentleman parts.
Why Not Running: attack ads against them would destroy them from the first week. Campaign would be futile.

4- The Mysterious Rastafarians:



These particular Rastafarians have fantastic abs.

Known For: during controversy over protests in (I think) November, some official argued there were men in ponytails/braided hair and similar costumes infiltrating the protests to apparently incite and agitate people, while providing them with supplies to maintain the protest and sit-in.
Why Not Running: they are, apparently, Jamaicans.


5- Khaled Ali:

The 80s and the 90s were fantastic times.

Known For: an Egyptian singer who appeared on the music scene during the 90s, yet seems to be currently somewhat off the grid. When current candidate Khaled Ali, a rights lawyer with the same name, was floated as an idea for a potential "revolutionary candidate," many Egyptians spent up to a week thinking it was the now-elusive singer who was planning the run, sparking some very memorable commentary. 
Why Not Running: the Egyptian people still haven't forgiven him for that T-shirt.

حول عملية تقديس المرشح الرئاسى

لم أستقر حتى الآن على مرشح رئاسي، فمازلت بحاجة لمعرفة المزيد عن كل مرشح وعن خططه وبرنامجه، وما زلت أبحث بحثا حقيقيا وصادقا، بقدر إستطاعتي، وعلى قدر ما أجد من معلومات. ولكنني أكتب هذه التدوينة البسيطة من أجل طلبا واحدا فقط.

إذا كنت تعمل في حملة أحد المرشحين أو كنت فقط تدعم هذا المرشح بصورة علنية، فكل ما أطلبه منك هو ألا تقدس مرشحك.

مرشحك هو إنسان في نهاية مطاف، إذا فلابد وأنه قد أخطأ في حياته، ولابد وأنه قد غير من أراءه أكثر من مرة، ولابد وأنه سوف يرتكب أخطائا جديدة ذات أحجاما مختلفة، ولابد وأنه سوف يغير من أراءه مرة أخرى مع مرور الزمان. وليس في أي ذلك ما يعيبه، إلا إذا كان يصطنع الكمال.

فلا تؤمن بمرشحك الرئاسي لدرجة التقديس. لا يوجد بشري على هذه الأرض مثلنا يستحق ذلك. فدعونا لا نخلق فرعونا جديدا.

كن أكثر نقدا له من نقاده، وكن أكثر تصويبا له من أسرته، ولا تتركه يستمر في ترشحه دون أن يقدم برنامجا مكتملا يحظى بإحترام وقبول الغير قبلك، وكن على إستعداد تام أن تتخلى عن دعمك له في أي لحظة إذا فشل في أن يحافظ على الأسباب الأصلية التي من أجلها دعمته (هذا إن كانت أسبابا سليمة بالأساس).

تذكر أن رئيس الجمهورية هو خادم للشعب، وليس الشعب هو الذي يخدم رئيس الجمهورية، كما كان من قبل.

ما زلنا نعاني من التمزق كشعب منذ وقت الإستفتاء وإنقسامنا بين "نعم" و"لا"، وتمزقنا أكثر أثناء وبعد الإنتخابات البرلمانية. وبينما أنا أدرك سذاجة ما سأقول الآن، فإنني سأقوله على أية حال: أتمنى ألا تمزقنا هذه الإنتخابات أكثر فأكثر.

Full List Of Egyptian Presidential Candidates

Below is the first attempt at compiling a complete list of Egyptians who announced their intention to run for the Presidency. This list is incomplete, constantly under revision and development, and not in any particular order. This is merely a census attempt, and includes candidates who have dropped out (marked) as well less serious candidates. Remember that not all of these candidates will be able to qualify for an official nomination, as a candidate must either get the endorsement of 30 MPs, 30,000 signatures of Egyptian citizens from multiple governorates, or come from a party that has at least one seat in Parliament. The list will be updated, edited, and more information will be added to it over the next few days. This list is a mirror of the original Arabic one, which could be found here.

نص قانون مجلسي الشعب و الشورى و الدوائر الإنتخابية (يوليو ٢٠١١)ـ








في ٢٠ يوليو الماضي أقر المجلس العسكري مشروع قانون مجلسي الشعب و الشورى، و ثارت ثائرة العديدين. البعض رأى في القانون (و الذي يعدل مواد محددة من القانون الأصلي، و ليس قانون كاملا مكتملا) انه يصب في مصلحة الاسلاميين/المحافظين، و البعض رأي انه يصب في مصلحة رموز و بقايا الحزب الوطني المنحل، و البعض رأي انه لا يصب في مصلحة جهة محددة و لكنه ليس قانونا سليما من الناحية العملية و القانونية أو من حيث إضافته الى مسيرة دفع الديمقراطية في مصر. و بالطبع، هناك من رأى انه مثالي أو مناسب على الاقل. و بعد تكرر الضغوط السياسية الواسعة، أعلن المجلس نيته إعادة دراسة القانون و تعديله، ربما بصورة جذرية. و سيتم تعديل القانون على الارجح في هذه الايام، و هناك بالفعل مسوّدات لمشاريع هذه القوانين يتم دراستها من قبل مجلس الوزراء و المجلس العسكري. و في حالة تعديل القانون الحالي، سوف انشر لكم التعديلات الجديدة أيضا. و فيما يلي نص القانون الحالي الذي أقره بالفعل المجلس العسكري، و الذي هو محور الخلاف:

نص القانون



اقر المجلس الأعلى للقوات المسلحة اليوم قانون رقم 109 لسنة 2011 بتعديل بعض أحكام القانون رقم 120 لسنة 1980 فى شأن مجلس الشورى، وأعلن اللواء أركان حرب ممدوح شاهين مساعد وزير الدفاع للشئون القانونية عضو المجلس الأعلى للقوات المسلحة نص المرسوم في مؤتمر صحفي مساء اليوم.

وفيما يلي نص المرسوم:

رئيس المجلس الأعلى للقوات المسلحة;
بعد الاطلاع على الإعلان الدستورى الصادر بتاريخ 13/2/2011;
وعلى الإعلان الدستورى الصادر بتاريخ 30/3/2011;
وعلى القانون رقم 120 لسنة 1980 فى شأن مجلس الشورى;
وبعد أخذ رأى اللجنة العليا للانتخابات;
وبعد موافقة مجلس الوزراء;

قرر المرسوم بقانون الآتى نصه وقد أصدرناه:

المادة الأولى: يستبدل بنصوص المواد أرقام: 1 (فقرة أولى وثانية) و2 ، و4 ، و6 بند "2" و8 ، و9 ، و10 ، و11 ، و12 و 22 و24 من القانون رقم 120 لسنة 1980 فى شأن مجلس الشورى النصوص الآتية :

المادة 1 (فقرة أولى وثانية): يتألف مجلس الشورى من 390 عضوا.
وينتخب ثلثا أعضاء المجلس بطريق الانتخاب المباشر السرى العام، على أن يكون نصفهم على الأقل من العمال والفلاحين.

المادة 2: يكون انتخاب نصف أعضاء مجلس الشورى المنتخبين بنظام الانتخاب الفردى والنصف الآخر بنظام القوائم الحزبية المغلقة ، ويجب أن يتساوى عدد الأعضاء الممثلين لكل محافظة عن طريق القوائم مع عدد الأعضاء الممثلين لها عن طريق الانتخاب الفردى.

وتقسم جمهورية مصر العربية إلى (65) دائرة تخصص للانتخاب بالنظام الفردى، ينتخب عن كل دائرة منها عضوان يكون أحدهما على الأقل من العمال والفلاحين.

كما تقسم الجمهورية إلى (28) دائرة أخرى تخصص للانتخاب بنظام القوائم.

ويصدر قانون لتحديد نطاق كل دائرة من دوائر الانتخاب الفردى ودوائر القوائم والمكونات الإدارية لكل دائرة وعدد الأعضاء الممثلين لكل دائرة من الدوائر المخصصة للقوائم.

ومع مراعاة حكم المادة السادسة عشرة من قانون مجلس الشعب يجب أن يكون عدد المرشحين على أى من القوائم مساويا لعدد المقاعد المخصصة للدائرة على أن يكون نصفهم على الأقل من العمال والفلاحين ويراعى أن تبدأ القائمة بمرشح عن العمال والفلاحين وألا يلى مرشح من غير العمال والفلاحين مرشحا من غير هؤلاء، وفى جميع الأحوال يجب أن تتضمن كل قائمة مرشحا من النساء على الأقل.

ويجوز أن تتضمن القائمة الواحدة مرشحى حزب واحد أو أكثر.

ويشترط لاستمرار عضوية أعضاء مجلس الشورى من العمال والفلاحين أن يظلوا محتفظين بالصفة التى تم انتخابهم على أساسها، فإذا فقد أحدهم هذه الصفة أسقطت عنه العضوية بأغلبية ثلثى أعضاء المجلس.

ومع مراعاة حكم المادة 3 مكررا (و) من قانون مباشرة الحقوق السياسية ، يخصص رمز موحد على مستوى الجمهورية لقوائم الحزب أو الأحزاب ذات الصلة وذلك بعد استطلاع رأى الهيئة المختصة للحزب.

المادة الخامسة بندى "2" و"3"

2-
أن يكون اسمه مدرجا بقاعدة بيانات الناخبين بأى من محافظات الجمهورية، وألا يكون قد طرأ عليه سبب يستوجب إلغاء قيده طبقا للقانون الخاص بذلك.

3-
أن يكون بالغا من العمر خمسة وعشرين عاما ميلادية على الأقل يوم الانتخاب.

المادة السادسة: يقدم طلب الترشيح لعضوية مجلس الشعب، فى الدوائر المخصصة للانتخاب بالنظام الفردى، من طالبى الترشيح كتابة إلى لجنة الانتخابات بالمحافظة التى يرغب المرشح فى الترشيح فى إحدى دوائرها الانتخابية،وذلك خلال المدة التى تحددها اللجنة العليا للانتخابات بقرار منها على الأ تقل عن خمسة أيام من تاريخ فتح باب الترشيح.

ويكون طلب الترشيح مصحوبا باتصال إيداع مبلغ ألف جنيه خزانة المحكمة الابتدائية المختصة، وبالمستندات التى تحددها اللجنة العليا للانتخابات بقرار منها لإثبات توافر الشروط التى يتطلبها القانون للترشيح، وتثبت صفة العامل أو الفلاح بإقرار يقدمه المرشح مصحوبا بما يؤيد ذلك من مستندات.

وتعتبر الأوراق والمستندات التى يقدمها المرشح أوراقا رسمية فى تطبيق أحكام قانون العقوبات.

وتسرى الأحكام المنصوص عليها فى الفقرات الثلاثة السابقة على مرشحى القوائم الحزبية المغلقة، على أن تتولى الهيئة المختصة فى الحزب أو الأحزاب ذات الصلة إجراءات ترشيحهم بطلب يقدم على النموذج الذى تعده اللجنة العليا للانتخابات، يجب أن يودع مبلغ الألف جنيه المنصوص عليها فى الفقرة الثانية عن كل مرشح من مرشحى القائمة.

المادة السابعة: تقيد طلبات الترشيح حسب تواريخ ورودها فى سجلين، يخصص أحدهما للمرشحين بالنظام الفردى، ويخصص الثانى لمرشحى القوائم، وتعطى عنها إيصالات ويتبع فى شأن تقديمها الإجراءات التى تحددها اللجنة العليا للانتخابات بقرار منها.

المادة الثامنة: تتولى فحص طلبات الترشيح والبت فى صفة المرشح، من واقع المستندات التى يقدمها طبقا لحكم المادة السادسة من هذا القانون وإعداد كشوف المرشحين ، لجنة أو أكثر فى كل محافظة برئاسة قاض بدرجة رئيس بالمحكمة الابتدائية من الفئة "أ" وعضوية قاضيين بالمحاكم الابتدائية بختارهم مجلس القضاء الأعلى، ويتولى الأمانة الفنية للجنة ممثل لوزارة الداخلية يختاره وزيرها.
ويصدر بتشكيل هذه اللجان وأماناتها قرار من اللجنة العليا للانتخابات.

المادة التاسعة: مع مراعاة ما هو منصوص عليه فى المادة السادسة عشرة، يعرض فى اليوم التالى لإقفال باب الترشيح وبالطريقة التى تعينها اللجنة العليا للانتخابات، كشفان يخصص أولهما لمرشحى القوائم، ويخصص الثانى لمرشحى الانتخاب الفردى، ويتضمن الكشفان أسماء المرشحين والصفة التى ثبتت لكل منهم، كما تحدد فى الكشف الأول القائمة الحزبية التى ينتمى إليها المرشح، ويستمر عرض الكشفين للثلاثة أيام التالية.

ويكون لكل مرشح الاعتراض على إدراج اسم أي من المرشيحن أو على إثبات صفة غير صحيحة أمام اسمه أو اسم غيره من المرشحين في الكشف المدرج فيه اسمه طوال مدة عرض الكشف المذكور.

ولكل حزب تقدم بقائمة في الدائرة الانتخابية أن يمارس الحق المقرر في الفقرتين السابقتين لمرشحه المدرج اسمه في أي من الكشفين المذكورين.

المادة 10: إذا لم يرشح في دائرة انتخابية مخصصة للانتخاب بالنظام الفردي سوى شخصين أحدهما على الأقل من العمال والفلاحين أجري الانتخاب في موعده وأعلن انتخاب من يحصل منهما على 2% من عدد الناخبين المقيدين بالدائرة.

وإذا لم يرشح في الدائرة سوى شخص واحد أعلن انتخابه إذا حصل على النسبة المقررة في الفقرة السابقة، ويجري انتخاب تكميلي لاختيار العضو الثاني، وذلك دون إخلال بالنسبة المقررة للعمال والفلاحين، إذا كان من أعلن فوزه من غيرهم.

وإذا رشح في الدائرة أكثر من مرشحين وكان واحد منهم فقط من العمال والفلاحين أعلن فوز هذا المرشح إذا حصل على النسبة المشار إليها، وأجري الانتخاب لاختيار العضو الثاني من بين الباقين ويعلن انتخاب من يحصل منهم على الأغلبية المطلقة، فإذا لم تتوافر الأغلبية المطلقة لأى منهم أعيد الانتخاب بين الحاصلين على أعلى الأصوات.

وإذا لم تقدم في الدائرة الانتخابية المخصصة للقوائم أكثر من قائمة يعلن انتخاب المرشحين الواردة أسماؤهم بالقائمة المقدمة شريطة استيفاء النسبة المقررة في الفقرة الأخيرة من المادة (12)، فإذا لم تستوف هذه النسبة يجرى انتخاب تكميلى لشغل المقاعد المخصصة للدائرة.

المادة 11 : لكل مرشح أن يتنازل عن الترشيح بإعلان على يد محضر إلى لجنة انتخاب المحافظة قبل يوم الانتخاب بخمسة عشر يوما على الأقل، ويثبت التنازل أمام اسمه في كشف المرشحين في الدائرة إذا كان قد قيد في هذا الكشف.

ويجوز التعديل في مرشحي القوائم أو التنازل عن الترشيح فيها بطلب يقدم إلى الجنة العليا للانتخابات من الهيئة المختصة للحزب أو الأحزاب ذات الصلة قبل الانتخاب بخمسة عشر يوما على الأقل.

وتنشر اللجنة العليا للانتخابات التنازل عن الانتخاب الفردي أو التعديل والتنازل في القوائم، وذلك في صحيفتين يوميتين واسعتي الانتشار قبل الموعد المحدد للانتخاب بوقت كاف. ويعلن التنازل عن الترشيح يوم الانتخاب على باب مقر الدائرة الانتخابية واللجان النوعية.

المادة 12 : في الانتخاب بالنظام الفردي يعلن انتخاب المرشحين الحاصلين على الأغلبية المطلقة للأصوات الصحيحة التي أعطيت في الانتخاب، فإذا كان المرشحان الحاصلان على أغلبية الأصوات من غير العمال والفلاحين أعلن انتخاب الحاصل منهما على أكبر عدد من الأصوات، وأعيد الانتخاب في الدائرة بين المرشحين من العمال والفلاحين اللذين حصلا على أكبر عدد من الأصوات، وفي هذه الحالة يعلن انتخاب الحاصل منهما على أكبر عدد من الأصوات.

فإذا لم تتوافر الأغلبية المنصوص عليها في الفقرة السابقة إلا لمرشح واحد أعلن انتخابه ، وأعيد الانتخاب، بين المرشحين اللذين حصلا على أكبر عدد من الأصوات بعده، ومع ذلك إذا كان من أعلن انتخابه من غير العمال والفلاحين أعيد الانتخاب بين الحاصلين على أعلى الأصوات من العمال والفلاحين دون غيرهما.

وإذا لم تتوافر الأغلبية المنصوص عليها فى الفقرة الأولى لأي من المرشحين في الدائرة أعيد الانتخاب بين الأربعة الحاصلين على أكبر عدد من الأصوات، على أن يكون نصفهم على الأقل من العمال والفلاحين، وفي هذه الحالة يعلن انتخاب الاثنين الحاصلين على أعلى الأصوات بشرط أن يكون أحدهما على الأقل من العمال والفلاحين.

وينتخب ممثلي كل دائرة من دوائر القوائم عن طريق إعطاء كل قائمة عددا من مقاعد الدائرة بنسبة عدد الأصوات الصحيحة التى حصلت عليها إلى مجموع عدد الأصوات الصحيحة للناخبين في الدائرة التي حصلت عليها قوائم الأحزاب، التي يحق لها أن تمثل وفقا للفقرة التالية، مع التزام الترتيب الوارد بكل قائمة وتوزع المقاعد المتبقية بعد ذلك على القوائم تبعا لتوالي أعلى الأصوات الباقية.

ولا يمثل بالمجلس الحزب أو الإئتلاف الحزبى الذى لا تحصل قوائمة على نصف المائة على الأقل من عدد الأصوات الصحيحة بدوائر الجمهورية المخصصة للقوائم.

المادة 22 : تختص محكمة النقض بالفصل فى صحة عضوية أعضاء مجلس الشورى وتقدم الطعون مصحوبة بيان أدلتها إلى المحكمة خلال مدة لا تجاوز ثلاثين يوما من تاريخ إعلان نتيجة الإنتخاب ، وتفصل المحكمة فى الطعن خلال تسعين يوما من تاريخ وروده إليها .

وتعتبر العضوية بأطلة من تاريخ إبلاغ مجلس الشورى بقرار المحكمة .

المادة 24: مع عدم الإخلال بأحكام هذا القانون تسرى فى شأن مجلس الشورى الأحكام الواردة فى القانون رقم 73 لسنة 1956 بتنظيم مباشرة الحقوق السياسية والأحكام المقررة بالمواد الثانية والخامسة مكررا والسابعة والثامنة والتاسعة مكررا والتاسعة مكررا "أ" والتاسعة مكررا " ب " والعاشرة والحادية عشرة والرابعة عشرة والسادسة عشرة والتاسعة عشرة والرابعة والعشرين والخامسة والعشرين والسادسة والعشرين والسابعة والعشرين والثامنة والعشرين والثلاثين والثالثة والثلاثين والرابعة والثلاثين والتاسعة والثلاثين من القانون رقم 38 لسنة 1972 فى شأن مجلس الشعب.

المادة الثانية : ينشر هذا المرسوم بقانون فى الجريدة الرسمية وتكون له قوة القانون ويعمل به اعتبارا من اليوم الثانى لتاريخ نشره.
