How Can We Use Twitter To Help Disconnected Areas Of A Country?



I was having a discussion with a friend regarding how many regions, villages and areas within a country are often left out of any immediate media coverage, and no one often really knows their situation, needs, and conditions. In fact, some don't even know their existence to begin with. So, this idea popped up. Remember, I am not a development expert, so go easy on me if this idea or something like it has already been used widely out there and I had no idea.

1- A number of simple feature phones which have the capacity to SMS and tweet are prepared (2000, for example).
2- These phones would be sent out to different regions around the country where there aren't really Twitter users there. One or two people are trained on how to SMS and Tweet, and assigned the usage and responsibility over the phones. If the entire population of this region is illiterate, those one or two people responsible could also be taught how to read and write.

3- A singular twitter account is created (example: @YemenTweets). That account follows all the 2000 accounts for each of the 2000 phones. There would also be a Twitter List following the same 2000 phones.

4- Then, the user of any of the 2000 phones writes a tweet. That tweet would then be retweeted by the main account (@YemenTweets). This way, we would see the tweets either by following @YemenTweets or by following the Twitter List that follows them all. Once more: two ways of getting that tweet without following all 2000 accounts.

5- In India, users can send an SMS to a specific number which turns them into a tweet from a specific account. That service could also be used to help those who can't go online, those who still have problems just using twitter, or those who need to get a message across urgently but aren't one of the main 2000 lines and don't know how/can't tweet.

6- In fact, some might even suggest a Twitter volunteer network. These volunteers would receive such SMS messages and turn them into a tweet from that same account. Elaboration: the user in the rural area would send an SMS to a specific number whose volunteers take these messages and turn them into tweets from/to the main account (e.g @YemenTweets). This is of course a last resort, assuming all of the above couldn't work.

7- These phones are bought either by the State or by a local or an international aid program. Mobile Network providers would cover the cost of tweeting or sending SMS messages up to a certain reasonable limit, and would not tolerate any "personal" and non-useful usage of these services. This way, the end user doesn't pay anything.

8- This service would allow us to know immediately about any threats, urgent and general humanitarian needs, important news and general conditions facing such remote and rarely featured areas of the country, using the unfiltered words of those people themselves. It would allow us to know and respond more quickly, whether as individuals or as organisations. Remember: the most important role these phones would play is to help such areas have quick and urgent national attention when they immediately need it, as well as general year-long awareness of their conditions and needs.

This is just a rough draft of an idea. I am writing it not as a proposal, but rather as seed for a discussion that could develop a better and perhaps even more usable idea, regardless of what it is. What do you think?

كيف نستخدم تويتر لمساعدة المناطق الفقيرة والنائية في مصر أو أي دولة؟



في إطار حديث لي مع أحد الأصدقاء، وبعد سماعي عن تجربة الهند المشابهة، فكرت في فكرة من عدة خطوات عن كيفية إستخدام تويتر لمساعدة المناطق النائية و الفقيرة والبسيطة جدا في الدولة، و التي عادة لا نعرف عن مشاكلها وإحتياجاتها، أو نعرف عنها متأخرا جدا وبصورة محدودة وغير مباشرة:

١- يتم إعداد عدد من الهواتف المحمولة البسيطة (٢٠٠٠ مثلا) ولكنها قادرة على الدخول على تويتر، وتوزيع هذه الهواتف على القرى والنجوع وغيرها من المناطق التي عادة لا نعرف عنها شيئا بسهولة في أنحاء مصر ولا يوجد بها ناس تستخدم تويتر بصورة حقيقية.

٢- تدريب شخص أو إثنين على إستخدام هذه الهواتف و الدخول على تويتر وكتابة التويتات. لو أهالي المنطقة كلها لا يجيدون القراءة والكتابة، بالإمكان تعليم الشخص المسئول عن هذا الحساب القراءة والكتابة أيضا إذا أمكن.

٣- إعداد حساب موحد على تويتر (مثلا @EgyptTweets) ويتبع هذا الحساب كل الحسابات التي تم إنشاءها لإستخدامها من قبل مستخدمي هذه الهواتف، ويكون هناك أيضا قائمة (Twitter List) بهذه الحسابات.

٤- بدلا من متابعة ٢٠٠٠ حساب، نتابع كلنا حساب واحد، وهو @EgyptTweets أو القائمة التي تتابع كل هذه الحسابات.

٥- كل مستخدم لأحدى هذه الحسابات يكتب التويت، و يقوم حساب @EgyptTweets بعمل ريتويت لهذه التويتات. بهذه الطريقة، نتابع التويتات إما عن طريق القائمة الموحدة أو عن طريق متابعة@EgyptTweets فقط.

٦- هذه الهواتف يتم شراءها على نفقة الدولة أو على نفقة برنامج تنموي محلي أو دولي، و تتبرع شركات المحمول ذاتها بتغطية نفقات إستخدام الإنترنت لهذه الهواتف لسقف مادي محدد.

٧- في الهند، تستطيع أيضا كتابة رسالة نصية SMS وإرسالها لرقم محدد فتتحول إلي تويت من حساب محدد. تستطيع شركات المحمول تقديم هذه الخدمة أيضا تسهيلا على البعض أو عند عدم وجود القدرة على الدخول للإنترنت لدى البعض الأخر، أو لتوسعة رقعة الخدمة بعيدا عن ال2000 هاتف فقط مثلا.

٨- هذه التويتات ستستخدم في التحدث عن مشاكل المنطقة، طلباتها وإحتياجاتها، أي مشكلة أمنية تواجهها، أي طلبات للمساعدة تحتاجها، مساعدات إنسانية ضرورية، وغيرها من الأشياء الملحة التي لا نراها في الإعلام أو لا نراها بسرعة كافية.

هذه الفكرة مجرد إقتراح مبسط، وبه الكثير من العيوب. الهدف من هذا الإقتراح هو خلق حوار يمكن أن ينتج عنه فكرة حقيقية قابلة التنفيذ فعلا.

ما رأيك؟


إضافة: عرفت من أحد المعلقين أن موبينيل وفودافون بالفعل بهما خاصية إرسال تويتات عن طريق SMS.


هل هذا هو فعلا عدد أعضاء جماعة الإخوان المسلمين؟

عدد أعضاء جماعة الإخوان المسلمين كان دائما أحدى أكبر الألغاز التي تواجه أي حديث عن الجماعة. تراوحت التقديرات بين ربع مليون إلى ٢ مليون، وفي حديث لصديق لي مع أحد أعضاء الجماعة من الشباب قال له العضو أن "تقديره الشخصي هو ٤ مليون عضو."

ثم، وفي إطار المحادثة التي إشتهرت ب"محادثة لماذا تكرهونا؟"، كتبت @IkhwanWeb هذه التويت، ردا على إحدى التعليقات:











فهل هذا هو نهاية التكهنات، نظرا لأن هذه هو المنفذ الرسمي لأراء ومواقف الجماعة، و أن القائمين على هذه الصفحة مطلعين على أمور الجماعة بصورة مباشرة بحسب موقعهم و عملهم؟

على أية حال، هناك مشكلة في قياس عدد أعضاء الجماعة. فعضوية الجماعة درجات، تبدأ بدرجة "المحب". و"المحب" لا يعتبر عضوا رسميا بالجماعة، ولكنه شخصا يريد أن ينضم للجماعة ولم يتم قبوله بعد، ولكنه يشارك في نشاطات وفعاليات الجماعة بصورة كاملة. فحتى لو رقم ٤٠٠ الف سليم بالفعل، فهل هذا الرقم يشمل المحبين أيضا؟ أترك لكم التفكير.

على أية حال، لقد إنتهى عصر قمع نظام مبارك للجماعة، وحان الوقت أن تصبح الجماعة مسجلة قانونيا وذات قائمة عضوية وقوائم مالية وأنشطة شفافة. هذه هو حقها بعد كل هذه السنوات وبعد الثورة. ولكن الأهم من ذلك: هذه هي مسئوليتها الآن، بحكم حجمها ودورها السياسي.

Do We Finally Know How Many Members Are In The Muslim Brotherhood

The question of the number of members in Egypt's Muslim Brotherhood has always been a mystery. Estimates of the size of the group ranged from 500,000 all the way to 2 million. In fact, a trusted friend who worked in the electoral campaign of a now-elected MP said that a Brotherhood member "estimated" to him that the MB was "4 million members."

Then, in an online discussion on the 7th of February, @IkhwanWeb, the official Twitter portal of the Muslim Brotherhood, responded in a discussion that garnered much fame as the "why do you hate us?" discussion (in reference to the tweet that started it all), said:
  " ممتاز، جماعه فيها 400 ألف بني ادم ، لازم يكون فيها من نحبه ومن نرفضه ، وبالتالي لا يمكن محاكمة  الجماعه وجلدها بكلام من هنا وهناك"
This translates to:

"Great. In a group with 400 thousand human beings, there has to be in it people we love and people we refuse, and therefore we cannot put the Group on trial and flagellate it by words from here and there."
Is this the end of the mystery of the size of the Brotherhood?

Remember, the Brotherhood has "levels" of membership. There are many mohebbien (sympathisers) who are not official members, but participate fully in their activities to earn membership into the Brotherhood. Some estimates add the mohibbien, some do not.

In other words, if this number is confirmed, we would still have yet to know who exactly does it contain: full members only, or full members and sympathisers.

In any case, it is about time the Brotherhood became a transparent entity. They both have nowadays a right (as the Mubarak days of official persecution are technically over) and a duty (especially given their current socio-political dominance) to register their activities and membership roster with the public and the authorities. It cannot be evaded for much longer. It should not be evaded for much longer.

Amazing Video Of The Mustafa Mahmoud March To Tahrir - فيديو رائع لمسيرة مصطفى محمود

An amazing video of the unbelievable march from Mustafa Mahmoud mosque to Tahrir, on January 25th of 2012 - the first anniversary of the revolution. I was there. Incomparable feeling.

I think that day was the largest-ever single day protest in the history of (at least) Cairo.

فيديو رائع لمسيرة مصطفى محمود إلى التحرير، في الذكرى السنوية الأولى لثورة ٢٥ يناير. لقد كنت هناك. شعور لا يمكن وصفه. المسيرة كانت مذهلة.

أعتقد أن هذا اليوم ربما كان أكبر تظاهرة شهدتها مدينة القاهرة في تاريخها.

حول إقتراض مصر من الخارج


نشر الدكتور أحمد غنيم أستاذ الإقتصاد الشهير بجامعة القاهرة، و الذي تشرفت بالتعلم على يده في إحدى الفترات، هذه التحليل الإقتصادي لفكرة إقتراض مصر من الخارج في الأهرام الإقتصادي و على صفحته على الفيسبوك، و أخذت منه الإذن في نشره على المدونة.

منذ مارس 2011 و مصر فى جدل دائم حول ضرورة الاقتراض من عدمه و هل يتم الاقتراض من الخارج أم من الداخل. وقد انتقل الجدل من دائرة المتخصصين حول المسائل الفنية الى دائرة أوسع شملت ليس فقط القوى السياسية بل أيضا رجل الشارع العادى و شاب الجدل نزعة عدائية للخارج. ومن ثم وبعد أن استطاعت حكومة الدكتور عصام شرف (1) الانتهاء تقريبا من المفاوضات مع صندوق النقد الدولى على قرض (بدون أية مشروطيات) أعلن المجلس العسكرى رفضه لفكرة الاقتراض من الخارج (وكأن الحكومة و المجلس العسكرى يمثلان دول مختلفة). ولم يعلن المجلس العسكرى أسباب الرفض وان كان قد تمت الاشارة فى عدد من وسائل الاعلام الى أن أسباب الرفض تتمثل فى عدم رغبة المجلس فى تحميل الاقتصاد بأعباء دين خارجية (على الأقل خلال المرحلة الانتقالية). وقد حاز هذا القرار تأييد شعبى كبير بل و أنشئت صفحات على الفيسبوك مؤيدة لهذا القرار. و لكن لم يطرح أى من مؤيدى هذا القرار البديل الملائم لسد العجز المتزايد فى الميزانية لاقتصاد فى حالة استنزاف سريع لموارده ويتهاوى نتيجة سوء ادارته. وقد بدى لى من هذا الموقف بالاضافة الى العديد من المواقف الأخرى أن ادارة الأمور الاقتصادية خرجت من نطاق الأمور الفنية المتخصصة الى أمور يقررها المجلس العسكرى بل و تخضع لقرارات هدفها ارضاء الشارع وان كان ذلك على حساب المصلحة العامة. وقد سادت فى ذلك الوقت نزعة اشتراكية غير مبررة وموقف عدائى تجاه العالم الخارجى و خاصة الغربى. ولكن بعد فترة وجيزة عادت حكومة الدكتور عصام شرف (2) لتتداول أمر الاقتراض من الصندوق ويبدو أنها نجحت فى اقناع المجلس العسكرى باعادة التفاوض مع الصندوق و أن الاقتراض منه قرار صحيح و هو ما اتبعته أيضا حكومة الدكتور كمال الجنزورى و هناك العديد من الدروس المستفادة من هذه المواقف المتعاقبة.

أولا: الاقتراض هو الاقتراض سواء كان ذلك من الخارج أو من الداخل ومن ثم يصبح الأمر ليس متعلقا بالجهة المقرضة و انما بشروط الاقتراض سواء كان ذلك متعلقا بسعر الفائدة و فترة السماح و المدى الزمنى للتسديد و المشروطيات و غيرها من الشروط. أى أن الأمر يخضع لعوامل موضوعية بحتة وليس قرارات عشوائية.

ثانيا: ليس هناك خطأ أو جرم فى فكرة الاقتراض ذاتها فهو أمر تقوم به كل الدول (حتى دول الخليج الغنية) ولكن الأمر يتعلق بمدى الحاجة للاقتراض (وهى واضحة فى الحالة المصرية) ومدى القدرة على سداد القروض و الى أى مدى سوف تؤثر هذه القروض على الأجيال القادمة.

ثالثا: مع مرور الوقت فان شروط الاقتراض تزداد صعوبة وذلك بسبب تدهور الأوضاع الاقتصادية وهو ما انعكس فى تخفيض التقييم الائتما نى لمصر لعدة مرات خلال المرحلة الانتقالية من قبل مؤسسات التقييم العالمية و ما ترتب على ذلك من رفع سعر الفائدة و من ثم رفع تكلفة الاقتراض. أى أن التأخر رفع من تكلفة الاقتراض و أدى الى حتمية الاقتراض من الخارج و من الداخل أيضا.

رابعا: الاقتراض من الداخل من الممكن أن يؤثر سلبا على الأوضاع الاقتصادية وذلك لأن اقتراض الحكومة يطرد الاستثمار الخاص و ذلك لأن البنوك تجد أنه من الأفضل (و خاصة فى ظل تدهور الأوضاع الاقتصادية) أن تستثمر فى أذون الخزانة و السندات الحكومية بدلا من اقراض القطاع الخاص. ومن ثم نجد أن موارد الشعب المالية (متمثلة فى الودائع لدى البنوك) تستخدم لسد عجز الميزانية (دون عائد اقتصادى) بدلا من تمويل استثمارات القطاع الخاص.

خامسا: لا يجب أن يفهم أن الاقتراض من الخارج ليس له مساوىء. فالاقتراض من الخارج له مخاطر أيضا تتمثل فى نوعية و حدة المشروطيات التى قد تفرض و تقلبات سعر الصرف. فعلى سبيل المثال و خاصة فى حالة اعادة التفاوض مع صندوق النقد الدولى يجب أن نتذكر أن المسئولين بالصندوق لم يذكروا صراحة عدم فرض مشروطيات و انما ذكروا أنهم فى انتظار رد الحكومة المصرية بشأن برنامج الاصلاح الذى تعده الحكومة المصرية لمراجعته. و هى طريقة مهذبة تعنى أنه سوف تكون هناك مشروطيات تعدها الحكومة بنفسها (على غرار بيدى و ليس بيد عمرو). ولكن حقيقة الأمر اننا بحاجة الى مشروطيات لانه فى حالة انعدامها لن نقوم بالاصلاح. ولكن تبقى المخاطر المتعلقة بسعر الصرف و احتماليات تخفيض قيمة العملة بسبب التدهور السريع و الكبير لاحتياطى النقد الأجنبى قائمة.

سادسا: مشكلة الدين فى مصر (حتى من قبل ثورة 25 يناير) لم تكن ارتفاع الدين العام كنسبة من الناتج المحلى الاجمالى و انما ارتفاع نسبة الدين الداخلى مقارنة بنسبة الدين الخارجى. فعلى سبيل المثال بلغت نسبة دين الحكومة المركزية للناتج المحلى الاجمالى 79% فى عام 2009 وهى أقل من مثيلاتها فى اليابان والنمسا حيث بلغت النسبة 174% و 90% فى البلدين على التوالى. و من ثم فان المشكلة لا تكمن على الاطلاق فى حجم الدين بشكل مطلق أو كنسبة من الناتج المحلى الاجمالى و انما الأمر يتعلق بالقدرة على السداد و هو ما يختلف فى حالة كل دولة وفقا للعديد من العوامل تتعلق بشروط القروض من جانب و بقدرات الدولة المدينة سواء الانتاجية أو التصديرية من جانب آخر.

و فى الخاتمة هناك العديد من الرسائل التى يجب التركيز عليها:

- الاقتصاد لا يجب أن يدار من قبل غير متخصصين فهو مهنة قائمة فى حد ذاتها و له علم قائم بذاته له خصوصيته و أموره الفنية المعقدة. هذا لا يعنى عدم أخذ الظروف السياسية فى الحسبان و انما يجب أن يبنى السياسيون و متخذى القرارات فى مصر قراراتهم على أسس علمية سليمة.

- الاقتراض من الخارج ليس خطأ طالما أن الخطرين المحتملين (المشروطيات و سعر الصرف) قد تم أخذهما فى الحسبان.

- المشروطيات ليس بالضرورة أن تكون شىء سيء.

- التأخر فى اتخاذ قرار الاقتراض من الخارج ترتب عليه ارتفاع كلفة الاقتراض و غالبا ما يصاحب ذلك من مشروطيات أكثر شدة. 

- و أخيرا فقد بلغ عجز الميزانية 30 مليار دولار و ما يتم التفاوض على اقتراضه من الصندوق هو 3ز2 مليار دولار. أى أننا قد نضطر الى المزيد من الاقتراض و هو ما يتطلب التعامل مستقبلا بشكل أكثر موضوعية.

A Few Thoughts On An Historic First Day For The Egyptian Parliament

I have so much to say about today, the first session of Egypt's post-revolution Parliament. I will write in bullet points, for a change.



- Today, almost half of the members of the nation's first truly free-and-fairly-elected Parliament were either from the MB or allied with it. Almost a year ago, not a single member of parliament belonged to the MB, in an all out war by the former regime and its currently-jailed draconian whip Ahmed Ezz against the MB. And much like many MB members had grown accustomed to jail, now their former jailers are in the ones in jail. Even further, out of 504 members of Parliament, the MB's/FJP's (former) Secretary General Saad Al Katany was "elected" as Parliamentary Speaker by 399 votes. The irony. The times have changed indeed. A historic moment.

- We spent the best part of the previous year fighting over the "Political Treason Law", a law that would ban former NDP members from running for office again, at least for this one five-year round. Not much of that has been really achieved, but (as Marc Lynch notes in a post) it was ironically the Egyptians themselves who turned their back on the felool (regime remnants), and gave them only a negligible share of parliament. Even further, they punished any current legitimate political force that attempted to reintegrate them into the political scene, and denied them their votes. That simply took us all by surprise, much like the political ascent of the Salafis. It was a remarkable thing to see happen.

- Much like the Mubarak Trial, I expect the live broadcast of parliamentary sessions to introduce us to a good deal of over-the-top performances. Many members of Parliament will seek to appease their bases, at the cost of political pragmatism, or simply go through a continuous parade of self-campaigning. I cringe at the thought, and can only help that political evolution will help create an eventual balance between showmanship and actual patriotic and pragmatic political work.

- In a moment of intense irony, "Sheikh Sayyid Askar" took over the temporary duties of Acting Parliamentary Speaker while the actual Speaker was taking a short break due to exhaustion. "Sheikh Sayyid Askar" is translated directly as "A Sheikh who is a master over military men." The irony.

- A lot has been made about the entire "swearing of the oath" issue, with the Salafi members attempting to add "as long as God's law is not violated" at the end of the oath. The original oath is to swear to "to protect faithfully the country's safety, the republican regime, to take care of the people's interests and to respect the Constitution and the law." Al Masry Al Youm's English Version Egypt Independent called "A Possible Sign of What's To Come." Well, we'll find out, and we can at least tell from now quite a bit that the political divide in Parliament is as real as it gets.

- For the first time in the modern history of the Egyptian Parliament, journalists were free to roam the halls of this historic building as they wished, while Parliament was in session. This information might seem superfluous to some, but I find it quite poignant.

- Of course you probably already know this, but I might as well add it for the sake of the documentation of the day's events here. In a statement to parliament from SCAF's Field Marshall Tantawi read by Speaker Al-Katatny, Parliament now assumed legislative and oversight powers over from SCAF. I will try to write another post in a few hours regarding what that might mean to the coming January 25th Protests.

- Some MPs wore yellow scarves with the famous inscription and logo of "No To Military Trials." What was both disappointing yet understandable was that most regularly active Egyptians on social media rushed to the mocking critique of those MPs, arguing that they were "putting on a show" and trying to win "patriotic credentials." While I understand the disappointment of all Egyptians (whether pro, anti, or undecided towards the revolution) with their politicians, I still found the sarcasm too disappointing. A good act sometimes just needs to be saluted. Even if the act of wearing those scarves was entirely for the sake of hypocrisy, then it's at least a kind of hypocrisy we'd like to see much more of as citizens. Bring on the hypocrisy, please.

- The fact that Al-Wasat's Essam Sultan made a last minute run against El-Katatny for Parliamentary Speaker indicates that "all has been arranged" is somewhat of an exaggerated myth. This leaves both an element of both intrigue and worry, over both how the council will conduct itself the coming times with regards to the general spirit of floor debates and legislative priorities, as well as over the constitutional debate in particular.


All I hope for, at the moment, from the members of Parliament is one thing: make your first few bills of legislation truly count, and genuinely worthy of the historic moment. Give us something we can all be proud of, something we can all cheer for. We need it as a people, and you owe it to us.
